Article 140-A of the constitution of Pakistan ensures the establishment of local governments at the district level. According to the constitution, local government is the provincial subject and the provincial governments are responsible for not only establishing the local governments but also devolving political, administrative and financial responsibility and authority to the elected local governments. The elections of the local government are conducted by the Election Commission of Pakistan.
